Two Rivers-Ottauquechee Regional Commission (TRORC), Flood Community Assistance Program

Vermont has been impacted by a series of severe riverine flooding events over the past few years. Regional Commissions, including TRORC, have been coordinating many planning initiatives to recover from and avoid future flood damage.

To plan for avoiding future flood damages in select communities hit hard by the 2023 floods the Two Rivers-Ottauquechee Regional Commission (TRORC) has contracted with the Vermont Department of Environmental Conservation (VTDEC), with funding from FEMA, to engage in an outreach effort that is primarily meant to assist flood-affected towns in better managing floodplain development to reduce flood risk.

This effort will be known as “Flood Community Assistance Program (FCAP)”. Through the FCAP program, the Siler Climate Consulting team has been working with flood-affected communities in Vermont to understand the local factors that contribute to flooding and facilitate a series of public events designed to build local resilience for future flooding.
