Holly Jacobson (she/her)

Holly works with state and local governments, organizations, and communities in developing policy, plans, and collaborative approaches for mitigating and adapting to climate change. Most recently, she led the development of the updated Municipal Vulnerability Preparedness planning grant program (MVP 2.0), which created new processes, tools, and resources to support Massachusetts municipalities in building community resilience. Holly has also worked with local governments and communities on ways to expand renewable energy, strengthen food systems, update building standards, build flood resilience, and foster more connected neighborhoods, in each case focusing on the system change to collectively create more resilient communities, just processes, and pathways to a carbon neutral future. Holly led this work as part of the Linnean Solutions team (linneansolutions.com) from fall 2016 to summer 2024, and is currently collaborating with Siler Climate Consulting as an independent consultant on Vermont’s Municipal Climate Planning Framework. Holly has a master’s degree in City Planning with certification in Environmental Policy and Planning from the Massachusetts Institute of Technology.
